Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel employed by state or federally authorized emergency management agencies.

Establishes a $65,000 death benefit payment for emergency management personnel killed or fatally injured while performing official duties, with the same exclusions for suicide and self-inflicted injuries as law enforcement officers and fire fighters.

Expands the Law Enforcement Officers and Fire Fighters Disability Benefits Trust Fund to include emergency management agency personnel eligible for monthly disability payments equal to 34% of regular base salary for line-of-duty injuries.

Renames both trust funds to include emergency management agency personnel and maintains investment authority under the Public Employees' Retirement System guidelines.

Takes effect July 1, 2011.
