Establishes an Office of Shared Services (OSS) within the Department of Finance and Administration to serve as a central business office providing accounting, human resources, payroll, travel, and purchasing services to all state agencies.

Requires OSS to develop and implement a transition plan beginning July 1, 2011, with full phase-in of services to all state agencies by July 1, 2015, and prohibits agencies from independently spending appropriated funds on services being consolidated into OSS.

Authorizes OSS to charge fees to state agencies sufficient to cover direct and indirect costs of providing shared services, with fees subject to approval by the Executive Director of the Department of Finance and Administration.

Exempts OSS director, employees, and transferred staff from state service requirements until July 1, 2015, when they will convert to state service membership.

Requires OSS to report to the Legislature during the 2012 Regular Session on establishment costs, transition expenses, projected savings, and recommendations for consolidating information technology, procurement, and contracting functions across state government.
