Authorizes counties to levy an additional 3 mills for general support and 3 mills for capital improvements (enlargement, improvement, and repairs) for community or junior colleges beyond the existing 3-mill caps in each category

Applies to the Mississippi Gulf Coast Community College District, allowing county boards of supervisors to levy an additional 3 mills for maintenance/operations and 3 mills for capital outlay upon request from the college's board of trustees

Authorizes the City of Meridian to levy an additional 3 mills for maintenance/operations and 3 mills for construction for the Meridian Community College District upon request from its board of trustees

Prohibits counties or municipalities from reducing the additional millage if levied in connection with any borrowing or debt obligation until that debt is fully redeemed and paid

Updates terminology throughout relevant Mississippi Code sections to include "community or junior college" rather than just "junior college"
