Maintains the 1% tax on gross proceeds of sales from restaurants, hotels, and motels in Jackson to fund tourism and convention promotion activities.

Establishes a nine-member bureau board appointed by the mayor with city council confirmation, including representatives from hospitality, restaurants, business, arts, education, and attractions sectors.

Requires the Department of Revenue to collect the tax and remit 97% of proceeds to the city, which then passes funds to the bureau within 10 days, with 3% retained for collection costs.

Mandates annual independent audits of bureau finances and compliance with Mississippi Public Records Act for transparency and accountability.
