Authorizes expenditure of $7,904,974.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2012 (July 1, 2011 - June 30, 2012) to cover bond maturities, interest, maintenance, and project development costs.

Authorizes 18 permanent full-time positions for the district with requirement that Fiscal Year 2013 personal services funding not exceed Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.

Mandates the district maintain accounting and personnel records in the same format and detail as Fiscal Year 2011 and submit Fiscal Year 2013 budget requests in comparable format and detail.

Establishes procurement preferences for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, and requires public disclosure of cellular phone usage records for district officers and employees.

Requires excess operating funds be deposited with interest-bearing accounts matching state treasury rates and takes effect July 1, 2011.
