Appropriates $13,096,014 from special funds for administrative expenses of the Board of Trustees of the Public Employees' Retirement System and maintenance/operation of the Retirement System Building for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 173 permanent full-time positions and 1 part-time position; restricts fiscal year 2013 personal services funding to not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Appropriates an additional $12,450,000 for a replacement computer system for the agency.

Establishes the Public Employees' Retirement System Building Repair and Maintenance Fund to receive rental income from the building at 301 North President Street, Jackson; authorizes up to $200,000 annually for building repairs and maintenance.

Includes provisions requiring cell phone usage records be made publicly available, preference be given to Mississippi Industries for the Blind in purchasing decisions, and contracts exceeding $20,000 for former employees receiving retirement benefits require governing board approval and legislative reporting.
