Appropriates $2,760,329.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 39 permanent full-time positions for the agency with no part-time or time-limited positions.

Restricts personal services funding for fiscal year 2013 to not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Authorizes the State Oil and Gas Board to receive and expend up to $200,000 from non-general fund sources for the Comprehensive Data Management Program.

Requires the agency to compile and publicly disclose cell phone usage records for all cellular devices assigned to officers and employees, and mandates preference for Mississippi Industries for the Blind in competitive purchases.
