Appropriates $6,307,660.00 from the Public Service Commission Regulation Fund for the Mississippi Public Service Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 73 permanent full-time positions, 4 permanent part-time positions, and 5 time-limited full-time positions for the agency.

Appropriates an additional $300,000.00 to administer the Mississippi Telephone Solicitation Act for the same fiscal year period.

Requires the State Personnel Board to ensure Personal Services funding for fiscal year 2013 does not exceed fiscal year 2012 levels unless new programs or positions are added by the Legislature.

Mandates the Public Service Commission maintain accounting records at the same format and detail level as fiscal year 2011 and submit budget requests in comparable format to the Joint Legislative Budget Committee.
