Appropriates $2,519,275.00 from the Public Utilities Staff Regulation Fund for the Public Utilities Staff fiscal year beginning July 1, 2011, and ending June 30, 2012.

Authorizes 30 permanent full-time positions with no part-time or time-limited positions.

Requires Personal Services funding for Fiscal Year 2013 to not exceed Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.

Mandates cell phone usage records be compiled and made publicly available for all cellular devices assigned to officers or employees.

Establishes legislative intent for state agencies to develop goals for public information campaigns, evaluate effectiveness, seek public service announcements, and prioritize Mississippi-owned media companies when feasible.
