Appropriates $431,517.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 4 permanent full-time positions for the board.

Restricts personal services expenditures for fiscal year 2013 to not exceed fiscal year 2012 levels unless the legislature adds new programs or positions.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2011 and to submit budget requests in comparable format.

Establishes standard procedures for state agency advertising campaigns, including developing measurable goals, seeking public service announcements, and prioritizing Mississippi-owned media companies when feasible.
