Appropriates $149,377.00 from the Mississippi Athletic Commission Fund for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 1 permanent full-time position for the Mississippi Athletic Commission.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2011 and submit budget requests in comparable detail.

Permits the Mississippi Athletic Commission to accept and expend up to $200,000.00 in special funds for duties established by law.

Establishes standard procedures for state agency advertising campaigns, including cost effectiveness evaluation and preference for Mississippi-owned media companies.
