Appropriates $2,430,608.00 from special funds to the State Board of Medical Licensure for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 24 permanent full-time positions for the board with no part-time or time-limited positions.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2011, with budget requests to the Joint Legislative Budget Committee in comparable format.

Mandates that personal services expenditures for fiscal year 2013 shall not exceed fiscal year 2012 levels unless new programs or positions are added by the legislature.

Establishes standard procedures for state agency public information campaigns including goal development, cost effectiveness evaluation, and preference for Mississippi-owned media companies.
