• Requires the Board to maintain accounting and personnel records in the same format as Fiscal Year 2011 and submit budget requests in comparable detail.

• Establishes that Personal Services funding for Fiscal Year 2013 shall not exceed Fiscal Year 2012 levels unless new programs or positions are added by the Legislature.
