Authorizes expenditure of $6,138,420.00 in special funds for the Mississippi Coast Coliseum Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 52 permanent full-time positions for the commission.

Requires the commission to maintain accounting and personnel records in the same format as fiscal year 2011 and submit future budget requests in comparable detail.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.

Requires the commission to compile and make publicly available cell phone usage records for all assigned wireless communication devices to officers and employees.
