Appropriates $2,917,736.00 from special funds to the Mississippi Board of Nursing for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 34 permanent full-time positions for the Board of Nursing.

Requires the Board to maintain accounting and personnel records in the same format as fiscal year 2011 and to contract with a state auditor-approved accounting firm for annual audits.

Transfers $197,288.00 from the appropriation to the Office of Nursing Workforce.

Establishes requirements for personnel actions, cell phone usage record compilation, procurement preferences for Mississippi Industries for the Blind, and restrictions on hiring former state retirees for contracts exceeding $20,000 annually.
