Appropriates $947,315 from special funds to the State Board of Cosmetology for fiscal year 2012 (July 1, 2011 through June 30, 2012)

Authorizes 12 permanent full-time positions for the board

Limits board meetings to no more than 62 days per year

Requires the State Treasurer to invest any surplus funds in approved short-term bonds, notes, savings accounts, or certificates of deposit at the highest obtainable interest rate

Mandates the agency compile and make publicly available cell phone usage records for any wireless devices assigned to officers or employees
