Appropriates $295,286 from special funds to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2012 (July 1, 2011 through June 30, 2012)

Authorizes 3 permanent full-time positions for the board

Requires the agency to maintain Personal Services funding at fiscal year 2012 levels for fiscal year 2013 unless the Legislature adds new programs or positions

Prohibits use of general funds to replace withdrawn federal or special funds for salaries

Requires contracts exceeding $20,000 per year with retired state employees to receive prior approval from the governing board, with written reports submitted to Appropriations Committee chairs
