Appropriates $47,184,084.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2012 (July 1, 2011 - June 30, 2012) to cover board expenses and home loans.

Authorizes 15 permanent full-time positions for the Veterans' Home Purchase Board with no part-time or time-limited positions.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2011 and submit budget requests in comparable detail for fiscal year 2013.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires public compilation of cell phone usage records.

Effective July 1, 2011.
