Appropriates $107,896.00 to the Mississippi Auctioneers Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 1 permanent full-time position for the commission.

Requires the commission to maintain accounting and personnel records at the same format and detail level as fiscal year 2011, and to submit fiscal year 2013 budget requests in comparable format.

Establishes restrictions on personal services funding increases, requiring that FY2013 personal services costs not exceed FY2012 levels unless new programs or positions are added by the legislature.

Includes standard appropriations provisions regarding cell phone usage records, Mississippi Industries for the Blind procurement preference, contract reporting for retired employees, and effective date of July 1, 2011.
