Appropriates $333,078.00 from the State Treasury to the State Board of Barber Examiners for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 3 permanent full-time positions and 4 part-time positions for the board.

Requires the State Personnel Board to ensure fiscal year 2013 personnel services funding does not exceed fiscal year 2012 levels unless new programs or positions are added by the legislature.

Mandates the board maintain detailed accounting and personnel records in the same format as fiscal year 2011 and requires public disclosure of cellular phone usage records for officers and employees.

Becomes effective July 1, 2011.
