Appropriates $117,473.00 from special funds to the State Board of Optometry for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Requires the State Board of Optometry to maintain accounting and personnel records in the same format and level of detail as fiscal year 2011 and submit budget requests accordingly.

Mandates the agency compile and publicly release cell phone usage records for all cellular devices assigned to officers and employees at agency expense.

Establishes standard procurement procedures for state agencies including developing campaign goals, evaluating effectiveness, seeking public service announcements, and preferring Mississippi-owned media companies when feasible.

Prohibits hiring former state employees receiving retirement benefits under contract for over $20,000 annually without prior governing board approval and requires a written report to appropriations committees detailing cost and need.
