Appropriates $1,000,000,000 to the Mississippi Department of Transportation for fiscal year 2012 (July 1, 2011 - June 30, 2012) from state special funds.

Authorizes 3,487 permanent full-time and 19 permanent part-time positions across four offices: Administrative Services, Highways, Aeronautics and Rails, and Enforcement.

Allocates funds across six program budgets: Administration ($50.7M), Construction ($666M), Maintenance ($180.7M), Debt Service ($53.3M), Law Enforcement ($14.9M), and Aeronautics/Rails ($34.4M).

Requires minimum $80 million in contracted maintenance overlay and pavement rehabilitation; authorizes department to transfer up to 10% between programs except to Administrative and Law Enforcement programs or from Maintenance.

Establishes performance targets for maintenance (500 miles overlay, 320,000 acres mowing), construction (100% federal funds obligated), law enforcement (6.7M trucks weighed), and aeronautics/rails (67 airports inspected, 2,710 grade crossings inspected).
