Appropriates $961,150.00 from special funds to the Office of Capital Post-Conviction Counsel for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 6 permanent full-time positions for the office.

Permits the office to accept and expend up to $2,000,000.00 in additional source funds, escalated according to federal fund procedures.

Requires the office to maintain accounting and personnel records in the same format as fiscal year 2011 and submit budget requests with comparable detail.

Effective July 1, 2011.
