Appropriates $1,652,875.00 from special source funds to the Mississippi Office of Indigent Appeals for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 13 permanent full-time positions for the Office of Indigent Appeals.

Consolidates operations and funding of the Office of Capital Defense Counsel and Office of Indigent Appeals effective July 1, 2011.

Directs the Director of the Office of Indigent Appeals to accept and expend source funds up to $500,000 in addition to the appropriated amount.

Requires the agency to maintain accounting and personnel records in the same format as Fiscal Year 2011 and submit budget requests for Fiscal Year 2013 in comparable detail.
