Appropriates $1,995,268,778.00 from the State General Fund for K-12 education and related activities for fiscal year 2012 (July 1, 2011 - June 30, 2012), including $1,808,129,050.00 for the Mississippi Adequate Education Program.

Appropriates $1,142,575,952.00 from special funds for the State Board of Education, State Department of Education, Vocational and Technical Education Division, and schools for the blind and deaf.

Establishes base student cost of $4,935.91 for the Mississippi Adequate Education Program and authorizes up to $50,000,000.00 from the Interim School District Capital Expenditure Fund for school districts.

Requires minimum allocations for specific programs including $24,450,000.00 for National Board Certification, $10,000,000.00 for the Educable Child Program, $5,990,000.00 for School Attendance Officers, and $3,600,000.00 for the Public School Nurse Program.

Authorizes 413 permanent full-time positions and 107 time-limited full-time positions for the State Department of Education, with restrictions on salary escalations and prohibitions against using general funds to replace withdrawn federal or special funds.
