Appropriates $169,280,476 from the General Fund, $395,254,798 from the Medical Care Fund, $4,601,184,252 from special funds, and $112,219,006 from the Health Care Expendable Fund to the Division of Medicaid for fiscal year 2012

Allocates Health Care Expendable Fund monies for specific programs including CHIP at 200% poverty level ($2,879,024), eyeglasses for adults ($699,191), Home and Community Waiver Program ($1,972,132), disabled worker buy-in ($754,715), and dental fee increases ($904,837)

Authorizes 1,019 permanent full-time positions and 9 time-limited full-time positions, with restrictions preventing personal services costs from exceeding FY2012 appropriated levels in FY2013

Sets performance targets including 646,720 Medicaid recipients enrolled, 71,986 CHIP enrollees, processing 75% of applications within standard promptness, and $14,108,388 in third-party funds recovered

Provides $2,750,000 for dialysis transportation services for elderly and disabled patients formerly covered under PLADS, $250,000 for an Adult Foster Care program, and requires a $3,000,000 increase for Assisted Living and Elderly and Disabled Home-and-Community Based Waiver programs
