Appropriates $26,521,920.00 from the State General Fund and $343,358,124.00 from special funds to the Mississippi State Department of Health for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Allocates $40,000,000.00 to the Trauma Care System, with authority to transfer funds to the Division of Medicaid for enhanced reimbursement programs related to trauma care.

Allocates $20,000,000.00 from the Tobacco Control Program Fund for cancer research at University of Mississippi Medical Center ($5,000,000.00), school nurse programs ($3,600,000.00), and other tobacco control initiatives.

Authorizes 1,746 permanent full-time positions, 17 permanent part-time positions, 868 time-limited full-time positions, and 9 time-limited part-time positions within the department.

Establishes specific performance targets for health services including prenatal care (82%), WIC program participation (84.5%), immunization rates (83%), and communicable disease case reductions for fiscal year 2012.
