Appropriates $36,000.00 from the State Board of Registered Foresters Fund to cover expenses for the fiscal year beginning July 1, 2011, and ending June 30, 2012.

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2011, with comparable budget request submissions for Fiscal Year 2013.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment purchases, and in non-competitive purchases.

Requires the agency to compile and publicly disclose cell phone usage records for all cellular devices assigned or issued to officers and employees.

Establishes general state agency standards for public information campaigns including developing goals, evaluating effectiveness, seeking public service announcements, justifying professional assistance costs, and utilizing Mississippi-owned media companies when feasible.
