Appropriates $772,371.00 from the State General Fund to the State Soil and Water Conservation Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Appropriates $5,231,188.00 from special source funds to the commission for the same fiscal year period.

Authorizes 13 permanent full-time positions and 3 time-limited full-time positions for the commission.

Restricts use of general funds to replace withdrawn federal or special funds previously used for salaries, and requires the State Personnel Board to monitor personnel actions to prevent exceeding projected annual costs.

Permits the commission to retain proceeds from equipment sales for equipment purchases, receive and expend bond sale proceeds, and spend up to $750,000.00 in escalated funds from any source consistent with federal fund escalation practices.
