Appropriates $256,435.00 from the State General Fund and $144,809.00 from a special fund to the Grand Gulf Military Monument Commission for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 8 permanent full-time positions and 1 part-time position for the commission.

Requires the commission to maintain accounting and personnel records in the same format and detail as fiscal year 2011 and submit fiscal year 2013 budget requests in comparable format.

Imposes standard restrictions on state agencies including prohibitions on personal use of state vehicles, preference for Mississippi Industries for the Blind in purchasing, and public disclosure of cell phone usage records.

Takes effect July 1, 2011.
