Appropriates $21,855.00 from the State General Fund to the Mississippi River Parkway Commission for fiscal year 2012 (July 1, 2011 – June 30, 2012).

Requires the Commission to maintain complete accounting and personnel records in the same format and detail as fiscal year 2011, and to submit fiscal year 2013 budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with competitive bids or without bids when prices, quality, and service are equal.

Requires compilation and public availability of cell phone usage records for any cellular phones assigned to officers or employees, at agency expense.

Establishes legislative intent for state agencies to develop campaign goals, evaluate advertising effectiveness, seek free public service announcements, and utilize Mississippi-owned media companies when feasible.
