Authorizes expenditure of $7,504,731.00 in special funds for Pat Harrison Waterway District operations for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 72 permanent full-time and 49 permanent part-time positions for the district.

Requires district to maintain complete accounting and personnel records in same format as Fiscal Year 2011 and submit Fiscal Year 2013 budget request in comparable detail.

Authorizes district to accept and expend up to $100,000.00 from Maintenance Reserve Fund for emergency repairs of cabins on district property.

Authorizes district to expend American Recovery and Reinvestment Act (ARRA) federal funds for construction of a lake and related facilities in George County, Mississippi, and to receive additional funds from the Department of Wildlife, Fisheries and Parks for this purpose.
