Authorizes expenditure of $6,237,650.00 in special funds for the Yellow Creek State Inland Port Authority for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Establishes 21 authorized positions for the Authority: 15 permanent full-time and 6 permanent part-time positions.

Requires the Authority to maintain complete accounting and personnel records in the same format as Fiscal Year 2011 and submit future budget requests in comparable detail.

Allocates $50,000.00 from appropriated funds for overtime, callback, or standby pay salary increases.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires public disclosure of cell phone usage records for agency employees.
