Authorizes $1,263,458 in special funds for the Pearl River Basin Development District for fiscal year 2012 (July 1, 2011 through June 30, 2012)

Approves 5 permanent full-time positions and 3 permanent part-time positions for the district

Allows the district director to escalate and expend up to $500,000 for maintaining the Lower Pearl Restoration Project and South Jackson Clearing Project in Hinds and Rankin Counties in coordination with the U.S. Army Corps of Engineers

Requires the agency to maintain detailed accounting and personnel records and submit budget requests in comparable format to prior fiscal years

Mandates public disclosure of cell phone usage records for any wireless devices assigned to agency officers or employees
