Authorizes expenditure of $18,166,396.00 from special funds for the Pearl River Valley Water Supply District for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 117 permanent full-time positions and 1 time-limited full-time position for the district.

Requires the district board of trustees to repeal all boating permit fees before funds can be expended, with future boating fees to be set only by the Legislature.

Mandates the district compile and publicly disclose cell phone usage records for all cellular devices assigned to officers and employees.

Designates $200,000.00 of appropriated funds for salary increases to cover overtime, callback, or standby pay.
