Appropriates $91,850,780.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 41 permanent full-time positions for the Port Authority.

Allocates $135,000.00 for salary increases to fund overtime, callback, or standby pay.

Requires the Port Authority to maintain accounting and personnel records in the same format as fiscal year 2011 and submit comparable budget requests for fiscal year 2013.

Permits escalation of expenditures above appropriated limits only in cases of natural disaster or major catastrophe with approval from the Department of Finance and Administration and demonstrated fund availability.
