Appropriates $11,911,830.00 from special funds to the Mississippi Department of Insurance for fiscal year 2012 (July 1, 2011 – June 30, 2012), with 139 authorized full-time permanent positions.

Appropriates $4,098,000.00 for the Rural Fire Truck Acquisition Assistance Program and $2,680,136.00 for the Supplemental Rural Fire Truck Acquisition Assistance Program.

Allocates $250,000.00 to the State Fire Marshal's Office for fire safety prevention, supplies, smoke alarms, and public service announcements; allocates $15,079.00 to the Mississippi Fire Personnel Minimum Standards and Certification Board.

Authorizes the Department of Insurance to receive and expend up to $500,000.00 in special funds for Affordable Care Act compliance and up to $500,000.00 for windstorm mitigation efforts (contingent on passage of related bills).

Authorizes additional special fund escalations of $1,063,786.00 contingent on passage of Senate Bill 2331 for elevator safety regulation and $30,000.00 contingent on Senate Bill 2445 for pharmacy benefit manager licensure.
