Appropriates $126,000,000 from the State General Fund and $742,175,756 from special funds to the Department of Human Services for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Authorizes 2,948 permanent full-time positions, 1 permanent part-time position, 791 time-limited full-time positions, and 0 time-limited part-time positions.

Requires the department to maintain consistent accounting and budget reporting formats, restrict personnel action escalations to available funds, and limits general funds from replacing withdrawn federal or special funds.

Establishes specific performance targets for FY2012 across multiple programs including child support enforcement ($286,696,080 in collections target), food assistance (204,068 average monthly households), and family and children's services (3,560 children in agency custody).

Transfers $1,000,000 to Department of Health for child care licensure, $250,000 to Department of Public Safety for juvenile facility monitoring, and $1,000,000 each to home-delivered meals program and Boys and Girls Clubs.
