Appropriates $16,775,377.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2012 (July 1, 2011 - June 30, 2012).

Appropriates $202,226,801.00 from special funds to the Department of Rehabilitation Services, including $3,681,802.00 from the Health Care Expendable Fund allocated to federal matching funds, Independent Living Program/State Attendant Care Program, and Deaf and hard of hearing services.

Authorizes 992 permanent full-time positions, 28 permanent part-time positions, 276 time-limited full-time positions, and 4 time-limited part-time positions within the department.

Establishes performance targets for fiscal year 2012 including 83,500 disability determination dispositions, 2,220 blind and visually impaired persons served, 19,652 vocational rehabilitation clients served, and 3,980 clients rehabilitated.

Allocates $100,000.00 for National Federation for the Blind News line service and $1,000,000.00 in Medicaid funds for the Independent Living, Home and Community Based Medicaid Waiver Program.
