Authorizes issuance of $30,000,000 in state general obligation bonds to fund construction of new state park facilities and repair/renovation of existing state parks and facilities.

Transfers jurisdiction and control of all driveways, roadways, rights-of-way, streets and roads on state park grounds to the Mississippi Transportation Commission, effective July 1, 2011, with the Department of Transportation responsible for construction, maintenance, repair and improvement at no cost to the Department of Wildlife, Fisheries and Parks.

Transfers jurisdiction and control of electric energy services within state parks to electric power associations located in their service areas, effective July 1, 2011, with no fees required from the Department of Wildlife, Fisheries and Parks for such services.

Creates a special fund designated the "2011 Mississippi State Parks Construction, Capital Improvements, Repair and Renovation Fund" to receive bond proceeds and disperse funds under supervision of the Department of Wildlife, Fisheries and Parks.

Amends electric power association statutes to authorize provision of electric energy services to state parks without requiring the Department of Wildlife, Fisheries and Parks to be a voting member or pay membership fees.
