Establishes a Mississippi Civil Rights Museum Advisory Commission comprised of representatives from state universities, civil rights organizations, government officials, and gubernatorial appointees to advise the Department of Archives and History.

Authorizes issuance of $79,000,000 in general obligation bonds: $42,000,000 for the Mississippi Civil Rights Museum at Tougaloo College, $30,000,000 for the Museum of Mississippi History in Jackson, and $7,000,000 for a parking garage.

Limits bond issuance to no more than $39,500,000 per fiscal year and restricts bonds to a maximum 25-year maturity from date of issue.

Creates a special fund within the State Treasury to receive and disburse bond proceeds solely for the specified construction projects, with any remaining funds used for debt service on the bonds.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state, are exempt from state taxation, and are legal investments for trustees, fiduciaries, and financial institutions.
