Authorizes the Jackson County Board of Supervisors and City of Pascagoula governing authorities to jointly create the LaPointe-Krebs Foundation, Inc. as a nonprofit, tax-exempt corporation for preserving and operating the LaPointe-Krebs House (known locally as the "Old Spanish Fort")

Requires a memorandum of agreement between Jackson County and the City of Pascagoula to establish the foundation's operation, maintenance, funding, staffing, membership and organizational structure

Permits Jackson County Board of Supervisors to contribute up to $50,000 annually to the foundation for preservation, maintenance, upkeep and operation of the LaPointe-Krebs House

Authorizes both Jackson County and the City of Pascagoula to provide assistance and support to the foundation through terms established in their memorandum of agreement

Repeals the provisions of this act on July 1, 2014
