Authorizes the City of Moss Point's governing authorities to expand water, sewer, and gas services to areas more than five miles outside the city's corporate limits, notwithstanding existing state law restrictions.

Permits the city to charge consumers outside corporate limits at a rate twice that charged to consumers within the city for the same services.

Does not exempt the city from obtaining a Certificate of Public Convenience and Necessity under Mississippi Code Section 77-3-1 et seq. or from Public Service Commission rate regulation.

Takes effect upon passage.
