Replaces the Lauderdale County Civil Defense Director with the Director of the Lauderdale County Emergency Management Agency on the Emergency Communications District Commission.

Replaces the Director of Homeland Security of Lauderdale County with the Director of Homeland Security of Meridian, Mississippi on the commission.

Maintains the commission's authority to govern the emergency communications district, including appointment of officers, employment of staff, and selection of emergency response methods (direct dispatch, relay, transfer, or referral).

Preserves existing provisions for emergency telephone service charges not to exceed 5% of tariff rates, collection procedures, and expenditure of funds for emergency phone infrastructure and street numbering systems.

Takes effect upon passage.
