Reenacts Sections 57-97-1 through 57-97-23 of the Mississippi Code, known as the "Mississippi Delta Region Revitalization Act of 2006," which had been repealed by operation of law on July 1, 2009.

Recreates the Special Task Force for Revitalization of the Mississippi Delta Region composed of 27 members representing state legislature, universities, planning districts, municipal and county officials, business representatives, and the Mississippi Development Authority.

Requires the University Research Center Bureau of Comprehensive Long-Range Economic Development Planning to prepare a comprehensive five-part long-range revitalization plan including goals, analysis of competitive advantages, implementation procedures, evaluation, and recommendations.

Allows persons who were serving on the task force when it was repealed in 2009 to resume their service when the act is reenacted effective July 1, 2011.

Extends the repealer date from July 1, 2009 to July 1, 2014, codifying the sunset provision in Section 57-97-25 of the Mississippi Code.
