Creates the Mississippi False Claims Act to address false or fraudulent claims for state money or property, with liability of three times damages plus civil penalties of $5,500 to $11,000 per violation.

Authorizes the Attorney General to investigate violations and bring civil actions, and allows private citizens ("qui tam plaintiffs") to sue on behalf of the state for false claims.

Provides qui tam plaintiffs with 15-25% of recovered proceeds if the state intervenes, or 25-30% if the state does not intervene, plus reasonable attorney's fees and costs.

Establishes an 8-year statute of limitations for civil actions and requires proof by preponderance of the evidence of all essential elements including damages.

Prohibits retaliation against employees who participate in or assist with false claims investigations or lawsuits, providing reinstatement, back pay, and damages for discrimination.
