Reenacts sections 77-1-1 through 77-1-49 of Mississippi Code establishing the Public Service Commission structure, powers, and duties.

Extends the repeal date of these Public Service Commission provisions from December 31, 2011 to December 31, 2012.

Maintains the three-member commission elected from Supreme Court districts with qualifications equivalent to the Secretary of State and prohibitions on ownership or employment in regulated utilities.

Preserves existing ethics rules prohibiting commissioners and employees from accepting gifts, money, or benefits from utilities under their jurisdiction, with penalties of $5,000 fines and/or one year imprisonment.

Requires submission to the U.S. Attorney General for Voting Rights Act Section 5 compliance before the act takes effect on or after December 31, 2011.
