Authorizes issuance of up to $10 million in state general obligation bonds to fund the Mississippi Community Heritage Preservation Grant Fund, with bonds to be issued before July 1, 2015

Bonds may have a maximum maturity of 25 years, are tax-exempt in Mississippi, and constitute general obligations backed by the full faith and credit of the state

Expands eligible grant projects to include "historic monuments" alongside historic courthouses, historic school buildings, and other historic properties identified by certified local governments

Grants are administered by the Department of Finance and Administration based on recommendations from the Board of Trustees of the Department of Archives and History

County governments, municipal governments, school districts, and 501(c)(3) nonprofit organizations may apply for grants to preserve, restore, rehabilitate, repair, or interpret eligible historic properties
