Extends the repeal date of Mississippi Code Section 21-17-1(13) from July 1, 2011 to July 1, 2014, allowing municipalities to continue contracting with housing authorities to provide extra police protection in exchange for compensation or fees.

Revises procedures for municipal donation of surplus real property by allowing donations to be made without public notice, competitive bidding, or appraisal when specific findings are made by resolution.

Permits municipalities to divide and donate small lots (25 feet or less frontage) to adjoining property owners, with all conveyance costs paid by the recipient.

Establishes special reverter clause provisions for municipalities with populations between 40,000 and 42,500 that donate property to non-profit organizations partnering with state institutions of higher learning on capital improvement projects.

Takes effect July 1, 2011.
