Extends the repeal date of sections 49-17-707 through 49-17-713 from July 1, 2011, to July 1, 2014, preserving the Mississippi Gulf Coast Region Utility Board.

The utility board serves as a forum for Gulf Coast Region collaboration on water, wastewater, and stormwater issues, with authority to make recommendations and provide assistance to county authorities.

Board composition includes county authority presidents and three at-large directors appointed by the Governor, with at-large directors serving initial terms of 2, 4, and 6 years, then 6-year terms thereafter.

The utility board has broad powers including hiring staff, receiving grants and donations, entering into contracts, conducting regional studies, resolving inter-jurisdictional disputes, and acquiring insurance for regional water and wastewater systems.

The act takes effect July 1, 2011, and allows the utility board to continue operating until July 1, 2014, when the statutory provisions are scheduled to repeal unless further extended.
